First ,login backend - Team - Cahsier information
have to enable "Negative reverse recharge" for cashier rights 
Click on select member and search for the member
Open up the member details and click on recharge
Click on recharge amount and input a negative value
Then click on confirm
This will remove the amount from their recharge balance
